Can anyone tell me if a neck support (collar)  is required even with a d-cell harness?

I don't believe the Dcell is SFI rated 38.1 so a collar would still be required.

From the rulebook: Head & Neck Restraints - SFI approved 38.1 may be used without Neck Collar.
