Weight Rule Change

In Section 1702  item 10
I am wondering why Heavy Class drivers are required to race in the light division if they come in under weight after qualifying.  I would assume that they would be required to fix the weight problem and run in the same class (meaning the heavy class).  Why would they run in a different class?  I would think that it would be treated the same as a driver in light or any other class.  This doesnt make much sense to me.

 Because thats driver weight. The only way to fix that is to eat a dozen hamburgers.
