I do not see anything in the revised rules that reference any engine claim procedures.  Has USAC done away with the claim rule?

I believe that was a change for the 2010 season.  The tech manual now read "protest" instead of "claim".  You can protest and engine for $400, but it isn't a claim as far as I understand the rules to read.

99.9% of claims we found were malicious in nature.

If someone questions the legality of an engine they have the right to protest the engine.  Before the engine gets protested the person who filed for the protest will have their engine inspected first.  If their engine is legal the protested engine will then be inspected.
