Title: 31" Hoosier for LR tire. Can anyone confirm 31" Circumference?

Hoosier 31.0/4.5-5 Tire

Can anyone confirm that on a wheel of "x" width that this tire will have a
31" circumference mounted with "y" amount of air pressure?

Right now I can make 30.5 with a Dunlop R6 and 31.5 with a Dunlop DCS but
I would like a 31" LR in my "toolbox" too and rather someone be able to confirm
that it will measure out to 31".

My Hoosier 31.0/4.5-5 on a 5" wheel comes out to be 31 1/4.  My Dunlap DCS 10x4.5-5 on a 6" wheel comes out to be 31".  You can also use a 10x4.6-5 Vega Yellow on a 6" wheel.

You can use the Hoosier but you will have to grow the tire and I have not tried with the new Hoosiers.  I used to do the older ones but really have not had the time or patients to give it a shot and just bolted on Dunlaps.  ;-)

Yes, I bought a set of the 31-4.5x5 hoosiers and my LR was a little less than 31" on a 6.5 inch rim.  I had to grow it some to get it to where I wanted it, but you can get a 31" LR with the 31-4.5x5 tire.

a 6 inch wheel will put it at 31. we run that religiously last year

Mounting tecniques will also have an effect on final set tire size. If you blow one up with no lube, no strap and a ton of air, chances of stretching the cords in the tire where it wont relax to normal is pretty great. Dirt compounds seem to be a little less prone to this but also will be almost impossible to shrink when you get them too big.
